Get ready for a greener Singapore! Starting April 1, 2026, residents can turn their empty drink bottles and cans into cold, hard cash—well, 10 cents, to be exact. But here's where it gets controversial: while the new Beverage Container Return Scheme aims to boost recycling, it’s sparking debates about convenience, costs, and whether it’s worth the hassle. Here’s everything you need to know about this game-changing initiative.
From April onward, all you need is your ez-link card—yes, the same one you use for public transport—to tap at vending machines and claim your 10-cent refund. This includes student and senior concession cards, making it accessible for most Singaporeans. Senior Minister of State for Sustainability and the Environment, Dr. Janil Puthucheary, announced on January 30 that this will be the primary refund method under the scheme. But don’t worry if you’re not an ez-link user; alternative digital payment options are on the way.
By April 1, around 1,000 return points, mostly reverse vending machines, will be set up across the island. Within a year, that number will double to 2,000, ensuring that 90% of HDB residents will be just a five-minute walk away from a return point. These machines will pop up in high-traffic areas like supermarkets, HDB void decks, and town centers, making recycling as convenient as grabbing a snack.
And this is the part most people miss: the scheme isn’t just about refunds. It’s about shifting our habits to protect the environment. Dr. Janil acknowledged that adjusting to this new system might be inconvenient for some. “Consumers will need to get used to returning containers at designated points, learn how reverse vending machines work, and tweak their routines,” he explained. But every effort counts in safeguarding our planet for future generations.
Here’s how it works: when you buy a bottled or canned drink (ranging from 150ml to 3 liters), you’ll pay an extra 10-cent deposit. When you return the empty container to a reverse vending machine, you’ll get that deposit back. It’s a win-win for both your wallet and the environment.
To ease the transition, the scheme’s operator, Beverage Container Return Scheme (BCRS) Ltd, will release guides and videos in March. Each machine will also feature instructions in all four official languages. Starting February, outreach efforts will target grassroots organizations, schools, youth groups, NGOs, and corporate partners to spread awareness.
But here’s the catch: while the scheme sounds straightforward, smaller producers are voicing concerns. Compliance costs, including a $500 registration fee and a 10-cent deposit per container, have some worried about raising drink prices by 25 to 70 cents. The National Environment Agency has offered a one-time grant of up to $2,500 to help, but some say it’s not enough. Dr. Janil assured that authorities will be flexible and supportive, but the debate rages on: Is this scheme fair to small businesses?
TOMRA, one of three reverse vending machine operators, will set up at least 350 machines in central and northeast regions. Their machines, unveiled on January 30, can crush and store up to 1,000 or 2,000 containers, depending on the size. If demand grows, TOMRA might even introduce container-sized machines holding up to 8,000 bottles and cans each. Talk about scaling up!
The scheme is expected to cover over one billion drink containers annually, recovering more than 16,000 tonnes of material. Dr. Janil is optimistic: “Just as we adapted to reusable bags and tray return schemes, this too will become second nature.”
